Kelsey Hurlburt

Director, Region 1

Most recently, Kelsey was the Executive Director of the Bellbrook-Sugarcreek Community Support Center in Bellbrook, OH. She grew a small non-profit organization into a robust community support center, which included facilitating the Covid-19 response, managing and growing the staff and revenue, and innovating and executing multiple immediate needs and long term goal based programs to meet needs for lower-income community members. Kelsey received a B.A. in Behavioral Science from Drew University in Madison, NJ. She has her MSW from the University of Maryland School of Social Work in Baltimore, MD, and also has an LSW.

Kelsey volunteered while living in Germany by collecting and disseminating resources related to parenting children with special needs and maternal mental health. She conducted research studies on these topics and evaluated and shared the results within the military community. She also formed and managed a support group for parenting children with special needs, as well as served as a resource navigator for military spouses and members who needed assistance getting connected to services in the community.

Having been a Site Supervisor for an OhioKAN Navigator, Kelsey has seen the incredible work happening within OhioKAN for close to 2 years. She is thrilled to join a team that is doing evidence-based work and that is filling a tremendous gap in the child welfare environment.

Toni Carbetta

Navigator, Adriel School (Region 1)

Toni earned her bachelor's degree in Criminal Justice from University of Cincinnati, and also spent time at London Metropolitan University studying Criminal Law. Toni previously worked as a Kinship Navigator for Marion County Children Services Board for nearly two years. Her focus was supporting kinship families and connecting them with organizations, such as OhioKAN, when her agency helped the family find permanency. Before her kinship work, she worked in one of Marion County’s ongoing casework units, working to keep the children of Marion County safe, reunify them with biological parents, and find permanency for them when reunification was not an option. Previously Toni interned with S.O.A.P. (Save Our Adolescents from Prostitution) as well as Be Free Dayton, where she did outreach work to combat human trafficking in the U.S. Toni is incredibly excited to join the work Region 1 and Ohio KAN are doing for the children and families of Ohio. She has enjoyed working within the child welfare system and hopes to make an impact through Ohio KAN while she finishes her MBA at Mount Vernon Nazarene University.
